Politicians' Positions on the Waste-to-Energy Incinerator
State Delegate (District 3B, Frederick & Washington Counties)
Charles A. Jenkins
In favor of the waste-to-energy incinerator
A county commissioner until January 13, 2010, Jenkins is "convinced" that incineration is "a good option," although prior to that he stated that we have better options than incineration.
Jenkins, at the April 21, worksession said that he had talked to a municipality in Australia about its ArrowBio facility.
In the April 28, 2009, worksession, Jenkins made the motion that finally lead to the incinerator proposal being "suspended," to have Maryland Environmental Services explore the anaerobic digestion process, to evaluate using existing WTE incinerators, and to evaluate landfill expansion. At that time he felt "encouraged by ArrowBio" and said that history repeats itself (with reference to Australia shutting down its WTE incinerator due to public opposition) and that he suspects an incinerator in our county would "have the same fate." He also stazted that "We need results, not lawsuits. Fortunately, I think we have other options that do not include building our own waste-to-energy facility."
Despite the October 21, 2009, vote by the planning commission to halt incineration plans, "Jenkins says he and his colleagues can appeal the decision to the Maryland Department of the Environment, or change their solid waste plan so that a trash incinerator is consistent." At the November 10, 2009, BOCC meeting, Jenkins unbelievably asked how to remove fellow Commissioner Hagen from the planning commission in order to insert himself (see 3:58 and 4:08).
